F. Public Hearing – Proposed Ordinance – Data Center Regulations. Ordinance amending Chapter 165 of the Township Zoning Code to provide definitions, zoning districts, general regulations and parking standards relating to data centers.

G. Public Hearing – Proposed Ordinance – Neighborhood Mixed-Use District (NMU). Ordinance amending Chapter 165 of the Township Zoning Code to reformat and recodify the provisions of NMU, to add a new Conditional Use Process and to clarify standards related to purpose, permitted uses, and general provisions for the NMU District.

H. Consent Agenda re:
1. Approve MOU Mutual Aid Agreement between Upper Merion Township Fire & EMS and Lower Providence Township to provide Mobile Stroke Unit (MSU) Services.
2. Business Tax Appeal Settlement – Approval of a Business Tax Appeal in the amount of $68.00 representing the penalty.
3. Township Building Programming and Facility Needs Assessment: Approval of Invoice 4430 in the amount of $10,050.00 to GKO Architects of Ambler, Pennsylvania for contract services performed to date, as recommended by the Director of Public Works.
4. Township Building Programming and Facility Needs Assessment: Approval of Invoice 4445 in the amount of $4,300.00 to GKO Architects of Ambler, Pennsylvania for contract services performed to date, as recommended by the Director of Public Works.
5. Recharge Park: Approval of Payment Application 05 in the amount of $8,795.52 by the KOP-BID to Patriot Grounds & Site Services of King of Prussia, Pennsylvania for contract services performed to date, as recommended by the Landscape Architect.
6. Neumann & Associates Consulting Agreement – Approval of a revised twelve (12) month agreement (1/2026 – 12/2026) with Neumann & Associates for consulting services in accordance with the terms outlined in the letter of agreement.
7. Authorization to Purchase – Authorization to purchase/lease the following vehicles through any State or Competitive Bidding Contract utilizing funds from the Capital Fund.
A. Two (2) Dodge Pro-Master 3500 conversion vans in the amount of $138,645 for each vehicle as part of the Township’s Rambler Shuttle Program.
8. Township Basic Emergency Operations Plan Revisions – Approval of the 2026 revisions to the Township Basic Emergency Operations Plan as recommended by the Director of Public Safety and Emergency Management Coordinator.
9. Mental Health Mural Project Memorandum of Understanding – Approval of a Memorandum of Understanding between the Township, Brittany Grala and owners of the 200 W. Beidler Road for the installation of a wall mural on the property subject to the solicitor’s final approval of the form and function of the MOU.

10. Financial Escrow/Bond Release (Final)– JP Morgan/Chase, 677 W. DeKalb Pike. Approval of final escrow release/ Bond Release to JP Morgan Chase Bank, NA, for completion of required site improvements to date as part of the land development project subject to the payment of all outstanding fees.
11. Resolution 2026-8 – Approving application for PennDOT Green Light Go Grant Program for traffic signal upgrades at Mall and Goddard Boulevards.
12. Resolution 2026-9 – Approving the planning, design, funding and construction of the Valley Forge Gateway Trail which connects the Schuylkill River Trail with the Chester Valley Trail.
13. Approval of a Professional Services Agreement with Meriplex of Wayne, PA in the amount of $34,476.00 for VCIO IT Consulting Services.
14. Approve Board Policy No. 2026-1 establishing the guidelines and procedures on the formulation, adoption and implementation of ALL Township policies.
15. Permission to Advertise Ordinance regarding the 2020-2021 Fire Code and the 2021 International Property Maintenance Code update.
16. Citizen Board Appointments – Appointment to the Economic & Community Development Committee, Historical Commission and Young Adult Member to the Upper Merion Farmer’s Market.
