1. Resolution 2026-13 – 2026 Fee Schedule.
2. Authorization for the Township Manager to sign Real Estate Tax Settlement Stipulation:
KOP Warner PA Partners, LLC, 150 S. Warner Road, Upper Merion Township, for the years 2024, 2025 and 2026 resulting in an overpayment of $55,830.03.
3. Approve MOU Mutual Aid Agreement between Upper Merion Township Fire & EMS and Lower Providence EMS to provide Mobile Stroke Unit (MSU) Services.
4. Resolution 2026-14 – Approval of the 2026 Township Emergency Operations Plan Revision and the Promulgation Document accepting proposed changes to the 2026 Plan.
5. Financial Security Release Final – Chick-Fil-A, 135 W. DeKalb Pike, King of Prussia – Approval of Final Escrow Release in the amount of $67,582.28 for the completion of required site improvements as part of the Land Development project as recommended by the Township Engineer.
6. Financial Escrow Security Release #5– Stonebrook at Upper Merion Phase 3 (Final) - Approval of Escrow Release No.5 in the amount of $1,324,843.65 for the completion of required site improvements to date as part of the Land Development project as recommended by the Township Engineer subject to the submission of the required maintenance bond.

7. Financial Escrow Release #2 (Final) - Top Golf Entertainment and Restaurant Facility - Approval of an escrow release in the amount of $590,740.33 for the completion of required site improvements to date as part of the Land Development project as recommended by the Township Engineer.
8. Neumann & Associates Consulting Agreement – Approval of a revised twelve (12) month agreement (1/2026 – 12/2026) with Neumann & Associates for consulting services in accordance with the terms outlined in the letter of agreement.
9. Public Works Capital Equipment Lease Purchase – Authorization to purchase the following through any State/Costars or Cooperative Program with funds designated in the Capital Fund:
a. Lease/Purchase of a 2026 JCB Telescoping Skid-Steer Wheel Loader for Nor-View Farm and the Transportation Division in the amount of $84,473.03 as recommended by the Finance Director.
b. Lease of a 2026 JCB Power-Slide Backhoe for the Transportation Division in the amount of $176,901.37 through Univest Capital Inc., as recommended by the Finance Director.
10. Public Safety Capital Equipment Purchase – Authorization to purchase the following through any State/Costars or Cooperative Program with funds designated in the Capital Fund:
a. Hose testing equipment – MES – Total Cost $7378.50 plus shipping cost
b. Hose roller – Roll n Rack – Total Cost $8270.00 plus shipping cost
11. Recharge Park: Approval of Payment Application #06 in the amount of $92,306.16 by the KOP-BID to Patriot Grounds & Site Services of King of Prussia, Pennsylvania for contract services performed to date, as recommended by the Landscape Architect.
12. Approval of an Agreement between Jefferson Einstein Montgomery Hospital and Upper Merion Township to provide access to Jefferson’s Whole Blood Program allowing Township Emergency Service personnel to deliver emergency treatment to emergent patients experiencing significant blood loss prior to arrival at an acute care setting.
13. 2026-2027 Montgomery County Consortium of Communities (MCCC) Fuel Contract: Authorization to advertise and receive bids for the annual MCCC Fuel Contract.
14. Resolution 2026-15 - Support the application and request to DCNR’s C2P2 grant program for funding construction in the amount of $900,000.00 on the Moore Road Multimodal Trail.
15. Resolution 2026-16 - Support the application and request to DCED’s Greenways, Trail & Recreation grant program for funding construction on the Moore Road Multimodal Trail for $250,000.
16. 2026 Upper Merion Township Road Resurfacing Program: Authorization to advertise and receive bids for the annual road resurfacing contract.
